shield-recipe-client v65.1 is a small update to v65 to read from a different preference to determine if Telemetry is enabled. v65 is currently in release. The code change here has been reviewed by rhelmer.

This bug covers getting v65.1 shipped as a system add-on to release.

Jason, can you sign this XPI for use as a system add-on?

Jason, sorry but I uploaded the wrong XPI last time. I put a little too much trust in our CI system and grabbed an XPI for a snapshot of a master branch, which was version `76.7.g12359596`. I've uploaded a corrected XPI. Can you sign this one?
