140712 - Wrong Start Menu entries in Greek Windows 98

The installer creates wrong entries in Start Menu in my Greek Windows 98. 

The main "Mozilla" entry in Start Menu\Programs contains all entries (Licence,
Mozilla, Profile manager, Readme) except for "Mail" which is put in a strange
submenu of the main Start Menu.

I will attach a screenshot of my start menu which demonstrates the wrong
entries. I will also attach a text file with some registry entries which may be
related and are, as far as I can see, wrong.

Could be due to the path name of the Start Menu\Programs in Greek Windows, which
is "C:\WINDOWS\Start Menu\Προγράμματα" and contains non-english characters.

Please note that the situation was even worse in RC1 and in several nightly
builds before it: there were two similarly strange entries in the main Start
Menu, one of them empty, the other one only containing "Mail", and the "Mozilla"
entry in Programs was empty.

the second one seems correct.
