Given that TB 56.0b4 has a new update format, we can only check updates from 56.0b3 and later, which have the new updater.

This removes all the pre-56.0b3 versions, since they can't update to 56.0b4 or
later.

We'll need to double check we have a balrog "watershed" in place for <56.0b3 --> 56.0b3 for this too, but I think that is already the case

It should be in place per [1] but I don't have the means to verify.
