which Mozilla version do you use ?
The Mozilla version is Mozilla 1.0 Release Candidate 1 Build ID: 2002041711
My Norton Internet Security version is 2.56.52. The bug could be of Norton
instead of Mozilla, but it works fine with Netscape 6.22

I (that is, my brother) see this too. When Norton Personal Firewall detects that
Mozilla is trying to contact the internet, the default popup appears; when a new
rule is created, the application name shows as .
If this is accepted, and the rule saved, the rule suddenly CHANGES to _all
applications_. Basically, the computer is now wide open.
RC2 2002051006 - win98. Norton recognized Mozilla 0.9.9 correctly.
I suggest setting the severity to something a lot higher than trivial. The fix
might be trivial, but because of the control character changing to all
applications, the severity definitely isn't. I don't know the market share of
Norton Personal Firewall, but this basically makes using Mozilla not feasible
for people running it.

This rule created by Norton is really bad!
If it's not going to be fixed by Mozilla, at least a message during installation
warning Norton Internet Security users not to create rules for Mozilla
(disabling the whole firewall while using it instead) would be nice.

I confirm this problem using the firewall "AtGuard" (AtGuard basically uses
Norton's Internet security (NIS) firewall code)
The problem started with the release of Mozilla 1.0 RC1. In all versions prior
to this Atguard never revealed any problem detecting the correct application
name for Mozilla.
Right now the significant problem for all AtGuard/NIS users is that Mozilla
RC1-RC3 is not correctly detected by ATGuard. So either I completely deactivate
my firewall while Mozilla is running (bad idea!) or I manually have to accept
each http request by Mozilla through AtGuard (what a pain!)
Interestingly, my AtGuard creates correct rules for all my Mozilla Mail
protocols like IMAP, POP3, NNTP and SMTP, even though the application name is
the same as for browing (Mozilla.exe)
I do not know how many users are using a combination of AtGuard/NIS and Mozilla.
But any help would be appreciated!!!!!!!!!!!!!

Bouncing to asasaki on the off chance that this might have something to do with
the resource files. I can't think of where else Norton would be trying to copy
that info from.

No problems with RC3 on NT4 Server and Norton Internet Security 2002.
We're picked up as "mozilla.exe", and any rules are created for mozilla.exe.

Mozilla 1.1 Alpha on Win98SE solves the bug: Now AtGuard 2.09 can handle the file "Mozilla.exe" for application filtering!
