Environment: Dell XPS15 with Windows 10, Firefox 57.0b7 (64-bit).
1. Play Youtube
2. Pause the video
3. Go to another tab
4. Wait for 10 seconds and come back to resume the tab
Actual result:
Resuming playback takes around 1 sec.
It looks we could use the method on bug 1274919 to do resume earlier.

It may be due to our dormant mechanism. Per talking with jwwang, a paused video goes to dormant after 5 seconds.

Can you:
1. keep the tab in foreground
2. pause the video for over 5s.
3. play the video again and feel the latency to start playback.
