Details

It should be very much feasible to attach the required file with the bug before commiting it. Presently, Reporter has to commit the bug first and then needs to go back to the bug to attach the file. This is very cumbersome process. I dont see any reason as to why attaching the File is possible only after commiting the BUg.
Answer to the question in summary: No, it's not possible. The feature request you made has been previously discussed in bug 5179, currently scheduled for 2.18. This should be a dupe of that.
