1408822 - TalosError: Could not find report in browser output on tsvgr_opacity

It always fails on try server if |- talos-svgr| was enabled in [1] under layers-free mode. [2] was the try link for details.

The try can pass if big-optimizable-group-opacity-2500.svg only kept about 100 rects in svg. In current layers-free design, each rect created a displayitem and allocated its memory. From [3], it is obviously the try fails because the memory almost exhausted. As talked with Ethan，the work of Bug 1407938 try to fix memory issues including svg case. I will set depend for convenient tracking.
