1409627 - Collapse and expand for comments are too far apart

I use the ability to collapse old comments often.  But I find that I often want to check a collapsed comment.  Re-collapsing the comment takes a huge amount of mouse-work because the expand button is on the left where the collapse button is on the right.

Can we have the collapse button moved to the left gutter please?  Or at least replicated over there.

i think that's reasonable, and the keyboard shortcuts work well.
