I thought a bug like this was opened before, but I couldn't find it. Repro: Highlight a bookmark to drag&drop. move mouse up 1 place and then back down to it's original spot. release the mouse. Expect to see: Bookmark in it's original place What I see: Bookmark moved 1 place up. (This also happenes if you move down instead of up) Reproduced on OpenVMS 20020419, as well as Linux 2002041711.
