Device: 
 - Samsung Galaxy S8 (Android 8.0.0);
 - Nexus 5 (Android 6.0.1);
 - Samsung Galaxy Tab 3 (Android 7.0);

Steps to reproduce:
 1. Open Fennec;
 2. Load any page;
 3. Tap on the Tabs Tray;
 4. Open a New Tab;

Expected result:
 If pocket stories are displayed they highlights menu does not do any kind of animation.

Actual result:
 The highlights sections does an animation even if pocket stories are loaded/displayed.

Notes:
 This is more or less noticeable depending on the device performance. On higher end devices the animation is faster and less noticeable.

In the case where pocket stories are hidden the same issue applies to the "Learn more" button at the bottom of the page.
