Add a search button to "server not found" page.

It's possible to type some string - say, test.jpg - into the URL bar and have that treated like a URL and not a search query.
I'd like us to add a button to the "We can’t connect to the server at www.test.jpg" result that says something like "Would you like to search for test.jpg instead?"

I'm going to mark this as a P3. This is a great idea, but it's probably worth testing first to see how much traffic it drives.
I know that we show errors more than chrome does (test.jpg does a search on theirs). Also, they do intelligent things like turn http://www.completelyinvaliddomain.com/ into a search for "completely invalid domain"
I'm not sure we could modify that page with a WebExtension though.
