Can't repro on 10.3 Simulator for iPad Air.
I kill the app, then got to Today widget and do new Private tab, tab opens with title "Open New Tab".
Also tried with app backgrounded.
Maybe there is an STR that helps to repro this?

I am also unable to reproduce this issue in simulator.
Here is a video of the behaviour on actual device iPad Air 2 (10.3.3), running master d80fd66a745bd -> https://www.youtube.com/watch?v=YfParrFVDNA.

Thanks for the info, I can get access to an iPad Air iOS 11.x, I'll have to hunt around the office for an iPad with 10.x.
Do you know if it is reproducible on current iOS?

I do have an iPhone with 10.3, but on the iPhone, the tab titles for new tabs are supposed to be blank (the only way to view these titles is the Tab Tray. Still looking for a iPad for this.
