This is a follow-up to conversations with Rick and a first-pass implementation by me of referrer propagation. The following items still need to be done: 1) The referrer should only be set in the HTTP request headers if the appropriate privacy pref allows it. 2) The referrer of the main document URL should be the URL passed in from the WebShell. The main document URL should be the referrer for all subsequent URLs in the load group.
