STR:

Open a page that requires a TLS client cert.
Open a whole bunch more tabs and windows and stuff. 

Shut down the browser and try to restore the session.

I observed that every single window and every single tab in that window was sitting and not doing anything. I found a client cert dialog and hit [OK] and then the active tab for all the windows kicked into gear.
Sounds like a P1, but can you give me an example site where I can reproduce this issue with? Thanks!

Hm. I found https://stackoverflow.com/a/42770043 which lists two test sites for this use case, they ought to work.

https://prod.idrix.eu/secure/

Of course you will need to have a client cert installed in the browser to choose, if you don't I suspect the browser will error right away.
