You are right, I am re-evaluating all the bugs in SafeBrowsing, and I think we won't do this in near future but this is still something worth putting in the backlog.
I'll keep the meta-bug of password phishing in backlog (p3) for tracking purpose and move the rest of related bugs to p5.
