Top sites list for fresh install appears as generalized websites list that may have little or no value for users in different countries.
Farhan, does this work as intended? Do we have a bug on file to change this later?

Yup. This is the same list we had in the old topsites. 

We have a separate list for zh_CN but every other locale uses the same list. 

I know that Activity Stream desktop was thinking about adding different default topsites for Desktop. We could pull their list. 


The default topsites arent too US specific (besides Amazon). I figured that Wikipedia/Facebook/twitter/Youtube are popular in every locale. We could do better though.

Speaking of Amazon we do localize that URL. In Japan it will show amazon.co.jp
