1414092 - [Form Autofill] "Saved Credit Cards" dialog's focus-rectangle looks broken (very skinny) when there are no credit cards

STR:
 0. Start with a fresh profile (no saved data)
 1. Go to about:preferences, click "Privacy & Security", and then click "Saved Credit Cards"
 2. Look at the dialog that appears.

ACTUAL RESULTS:
The dialog has an awkward focus rect that is the height of the scrollable area but only ~1 character wide.  See attached screenshot.

EXPECTED RESULT:
More sensible focus rect (1 row high and the full width of the scrollable area, perhaps).  Or no focus rect at all.

Thanks for reporting this issue. There is a duplicate bug for this so we can follow up there.
