Steps to reproduce:

- Install PassAndroid (app for opening .pkpass files)
- Download https://www.passsource.com/pass/create.php?hashedSerialNumber=eNortjIysVJyS_epdPVNM_YtKa8MNPJwLcoJyEsqt7VVsgZcMKPdCho,&download=true with Firefox
- Press the "Open" button at the bottom


Actual results:

Firefox suggests a bunch of apps to open the file, but not pkpass

When clicking on the "Download competed" notification instead, i get PassAndroid as option


Expected results:

Firefox "open" button should provide same list of apps as "download completed" notification
