Steps to reproduce:
1. Create a new Firefox profile
2. Install attached extension
3. Open new tab and open all sites in Top Sites section
4. Click on extension icon and click "Unload Inactive Tabs"
5. Inside popup, you will be able to see which tabs have been discarded
Actual results:
Most tabs have not been discarded
Expected results:
All Inactive Tabs should be discarded
