Whenever I click on the minimize button in the upper right hand corner of the
browser app window, the browser window will start to minimize but suddenly snap
back open again to full window size. No matter how many times I try to minimize
the browser window, it always snaps back to full size in a second or less.
Reproducible: Always
Steps to Reproduce:
1. Open Mozilla Browser by double-clicking on desktop icon in Windows 98
2. Click the minimize button in the upper right hand corner of browser window.
3. It will start to minimize, but then will snap back to full screen size in
less than a second.
