For fresh installs, the onboarding tour/snippets should show up and then it is completed or dismissed, desktop snippets should be able to come up. 

Want to verify that desktop snippets will not show up before onboarding snippets start.
I'm not sure if this is something you would want QA to test or you want an engineer to confirm their intention with the implementation?

The snippets portion was not tested by me but were tested by Cristian and Lulia. I just verified with them.
