Expected results:

I think the library button should show the download progress in the icon (just like it shows bookmarks and Pocket animation) and Downloads section if the downloads button is not present in the same toolbar. 

Because right now having both buttons do a similar thing in the toolbar creates redundancy, even if the Downloads button is hidden by default.

Marking p5 because nobody in the core team will work on this. TBH I'm not convinced it's worth the complexity of implementing and supporting this even if someone else contributed a patch (that is, I would suggest wontfixing this). It would only help people who permanently remove the downloads button, which is a very small number of people to begin with. Then there's the fact that in the medium term I believe UX's plan is to remove the download button entirely and switch to different notification work (which will make any effort here obsolete). And then there's also the fact that the same progress bar is visible in the Windows taskbar and macOS dock already anyway (if there's a lacuna in Linux support here, that's a separate bug and, if the right OS APIs to support this better exist, I expect there'd be more interest in fixing that), and if you remove the downloads button it's not clear to me that you desperately want an alternative progress bar in the main UI - the reporter might, but that sentiment won't be shared by everyone else who's removing the button. Bryan can make a decision, but I would suggest wontfix.
