https://webcompat.com/issues/13323

Steps to reproduce:

0. Firefox Android - Data Saver On - with "Only Over Wi-Fi" or "Blocked"
1. Go to https://easygasgroup.com/gasolinera/easygas-galdakao/
2. Then Force to load images and select show all.

Expected:
All images are being shown.

Actual:
Only <img src/> are being shown. 
The CSS background images are ignored.

This seems to be a limitation with how the blocking is implemented currently. It looks like it will be a big job to do something different here.
