1417137 - Default the "Enable browser chrome and add-on debugging toolboxes" flag to enabled

Is there any reason why this flag is defaulted to 'disabled'?  It's tedious to constantly flip the flag on whenever I create a new profile.

They are enabled by default in local builds, but since these prefs open up chrome code execution in the UI and through remote connections it's not an appropriate default for everyone.

I don't think it makes sense to change the default for anything except for local builds (which was done in Bug 1375280), so closing this one.
