Yes, it looks like it. Looking in the reftest logs for "Dumping JSON representation of sandbox", the failing runs show "windowsDefaultTheme":false, whereas "normal" passing runs have "windowsDefaultTheme":true. Why the difference? This reminds me of bug 1411490 comment 10. It looks as though for some reason, occasional reftest runs are seeing an environment with a different theme setting, or are failing to properly detect the windows theme, or something. Do the failures seem to occur on specific machines, or randomly on any machine?

I believe this is an issue where we have windows 7 not having a consistent theme, please see bug 1343049

As noted in comment 7, this is caused by bug 1343049. There's nothing to be done here aside from fixing that. (Bug 1423658 will turn this into a clear infrastructure failure instead of looking like an individual test issue.)

We have 33 failures in the last 7 days. For failure pattern please see Comment 9. Waiting for bug 1343049 to be fixed, as noted in Comment 10.
Flags: needinfo?(bugs)
no need for a needinfo, actively working on the OS theme this week.
