Steps to reproduce:
The setup has two monitors
1. Set scaling for primary monitor to 200% and leave 100% for secondary monitor
2. Open Firefox window on the secondary monitor
3. Click on the extension menu (React Developer Tool, LastPass, etc)
Actual results:
The content of the menu is scaled to 200% (too big for secondary screen) while the size of the menu space is correct so it becomes unusable.
Expected results:
The content should not use the scaling of the primary monitor and should be rendered on 100% scale
