IFAIK overlay scrollbars are only supported in macOS for now, and the preference is unrelated. Chrome-like scrollbar styling is non-standard, so it's not supported in Firefox. It's expected behaviour, not a bug at all. The good news is there's a standardization effort underway, and Firefox may implement the spec in the future. That's Bug 77790.
