User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:58.0) Gecko/20100101 Firefox/58.0 Build ID: 20171115114231 Steps to reproduce: Install an English dictionary from https://addons.mozilla.org/zh-CN/firefox/language-tools/ Actual results: Everything I typed in Chinese is underlined as it doesn't match the English dictionary, while there is no Chinese dictionary available at AMO. Expected results: The spell checker should only check languages that have proper dictionaries installed, so that an user who deals with multiple languages on daily basis can use the spell checker for one specific language while dictionaries for other languages may not be available.

Extra information:
- This bug don't occur if one only enable the default "English (United States)" dictionary. So there could be some special mechanism hiding there that, if available to dictionary authors of other languages, can solve this issue.
- This bug still exist in Fx102. Some people may thought this bug is workaround-ed already because we can multi-select dictionaries now, but this is false because Chinese writings aren't "spelled" and thus there will never be a Chinese spellchecker dictionary.
