The current cases to fix: CASE 1: If tours' CTA is to highlight some FF UI component, we should not send the CTA event ping twice until the highlighted UI component because of CTA is dismissed. CASE 2: The Default Browser tour's CTA button will be disabled after clicked once in one session. We should not send the CTA event ping twice at this moment.
