Per gps, fsmonitor imposes an unreasonably-high performance impact on many hg operations on Windows [1], so let's disable it by default again until that situation improves. [1] https://github.com/facebook/watchman/issues/548
A potential fix for the performance issue is underway. If we can hold off for a few days, we may be in the clear.
I'm technically on PTO at the moment, but I'd really like to get this release out the door due to the number of people hitting the hg.exe dll issues. I think we should just circle around again for the 3.2 release, whenever that ends up being.
