Steps to reproduce:
Firefox 57.0. New Profile.
Initially the "Warn you when closing multiple tabs" option is not present in the "Tabs" section under "General".
Open multiple tabs then close firefox. When prompted to by "Confirm close" dialog box, uncheck "Warn me when I attempt to close multiple tabs".
Start firefox using same new profile. The unchecked "Warn you when closing multiple tabs" option is now present in the "Tabs" section under "General". The unchecked option has no effect.
Example:
Open multiple tabs. Right click a tab and choose "Close tabs to the right". You will be prompted despite having unchecked "Warn me when I attempt to close multiple tabs".
Actual results:
You get warned that you're closing multiple tabs despite the "Warn you when closing multiple tabs" being unchecked.
Expected results:
If the "Warn you when closing multiple tabs" is unchecked and you perform a function that will close multiple tabs, you should not be warned/prompted.

To clarify my example:
Open multiple tabs. Right click a tab *with multiple tabs to the right* and choose "Close tabs to the right". You will be prompted despite having unchecked "Warn me when I attempt to close multiple tabs".
