1420120 - Measuring doesn't work when touch simulation is enabled

When the touch simulation is enabled in RDM, it is not possible to measure areas on the page.

Test case:
1. On this page enable RDM
2. Enable touch simulation
3. Go to the DevTools settings, and check "Measure a portion of the page" to toggle the Measuring Tool
4. Click the Measuring Tool button
5. Try to measure something on the page

=> Measuring is not possible and there is no hint what's going on.

I see several solutions:
1. Allow measuring while touch simulation is enabled.
2. Disable touch simulation while the Measuring Tool is enabled.
3. Show a hint when enabling the Measuring Tool while touch simulation is enabled explaining that measuring is not possible and the user should disable touch simulation first.

Option 1 would be the best in regard of UX, of course.

Might be similar issue than Bug 1932143
