While browsing I was randomly presented with a scary unbranded modal alert [1]

Let Firefox send you notifications to improve your browsing

This dialog had a 'Don't Enable' button greyed out and Enable button.
The dialog provided no details as to its origin, nor any explanation of how notifications (really?) can improve my browsing.
Where can I learn more? Re-opt in? Opt-out again? I couldn't find anything in our in-app settings.
I posted in Slack but didn't see any discussion so I am filing a bug here. I think we should disable this prompt, if it is ours, until we can fully expand on it.

The dialog also gave me no indication as to the consequences of opting out.

I think this is a pretty standard pre-push dialog, but this particular delivery isn't what we should be doing. I see it triggering at < 3 sessions or < 10m. While just browsing and/or poking around the app, this message could be really annoying and/or confusing. We should only be launching this when we need it. It makes sense on first install, but I don't think these triggers make sense without more information as to why we're asking.
As far as consequences of opting out, from what I've heard push is most helpful for Sync, so perhaps we should focus on that – prompting when signing in, providing info around the benefits, etc. I know rfeeley has thoughts on this.

Correct. This should appear in the following circumstances:
1. When users first sign in to Sync
2. If users have previously signed in to Sync, but have never enabled Push, there could be UI in Sync settings letting them know that Push is not enabled. Clicking Enable could bring this up.
3. If users have previously rejected Push permission request, but are signed in to Sync, there could be UI in Sync settings letting them know that Push is not enabled. Clicking Enable could bring this up. Although from what I recall, they may have to go into Settings and do it manually. So this point is possibly moot.
