Steps to reproduce:

- Go to https://en.wikipedia.org/wiki/List_of_members_of_the_Lok_Sabha_(1952%E2%80%93present)
- Right click on the page
- Click "Take a Screenshot"
- Click "Save full page"
- Click the download button (downward pointing arrow icon)
- Open the downloaded screenshot
 
Note: this is not about the developer tools screenshot functionality, that's a separate issue: https://bugzilla.mozilla.org/show_bug.cgi?id=1390224


Actual results:

The bottom of the screenshot is at about "Gandhi, Maneka Sanjay". 


Expected results:

The bottom of the screenshot should be at the footer of the page.
