1420459 - Please add dep-pushapk scope to moz-tree:level:\d

Similarly to bug 1420446, I would need to add 
> queue:create-task:????:scriptworker-prov-v1/dep-pushapk
to moz-tree:level:\d.


I believe we may follow the same model as
> queue:create-task:????:scriptworker-prov-v1/depsigning
=> highest on moz-tree:level:3 and lowest on moz-tree:level:1. The main rationale is dep-pushapk processes dep-signed APKs.

We may need to add
> project:releng:googleplay:dep
to moz-tree:level:1, as well.
