Steps to reproduce:
1. Launch the latest Nightly
2. Open netmonitor
3. Go to any sites
4. Select any request lists, then Select Headers tab
5. Click "Edit and Resend" button
6. Click "Cancel" button

Actual Results:
"Cancel" button does not work.
TypeError: newMap.requests is undefined  requests.js:241:3

Expected Results:
custom-request-panel should be closed.
