Add security.insecure_connection_icon.userContext.enabled - when set to true, all non-secure tabs that are open in a tab that has usercontextId != 0 (i.e. in a non-default container) will be marked with a lock with a strike through. When set to false, no icon is present. There are no changes to control center.
