In order to hide our users' IP address when reporting Safe Browsing warning pages (bug 1414056), we'd like to stand up a simple proxy to forward requests to Google without modification.
That proxy should be initially restricted to https://safebrowsing.googleapis.com/v4/threatHits, but we will later extend it to also proxy requests to another API (i.e. URL path) on the same server (for bug 1384738).

We expect that the initial traffic will be very low given the use of the Threat Hit API will be opt-in and that requests will only be sent when a user sees a Safe Browsing warning page.
