When opening a new window containing about:home, the reload button is first painted in its disabled state before becoming enabled. This causes visual flicker when opening new windows.

I mean, this makes sense in that reload is disabled while a page is loading, and we do actually need to load about:home. Not convinced, in the grand scheme of things, how important this is, and we've had some pretty annoying regressions from trying to mess with this before now, so going to un-radar this for 58 and mark as P5. I do care a lot about this bug (it's the last whitelisted flicker when opening a new window!) so I would be tempted to make it a P2, but I think realistically it goes into the P3 bucket.
