See bug 142171. It should be possible to publish to file://. One could say that you just might as well save the page, but then you wouldn't have the possibility to browse to the page and then choose edit page, and publish automagically to the correct folder.

I suppose supporting "file:" is a reasonable request, but it isn't really necessary. After doing "Save As" to a different server via "Save As" works and you can use "Save" to re-save changes later.
I really don't think we need both this and bug 142171. I'll let Kathy decide which one to keep or dup.
