I am waiting cata to give me a story about charset menu....
DOOM for now. But we still 4 days to go. Hopefully cata can solve charset menu
by Monday morning so I can work on this.

Auto-Detect submenu appears in View Menu but submenu has no menuitems when you
open it.

In Linux, Auto-detect menu and submenu for character set is there, but the
function is not working. Tested 9-22-08 build.

I check in the fix for Window. Please test window for now. The Mac problem seems
related to regview .
