1424073 - allow transition effects for page actions

For built-in Firefox features such as the zoom control (View->Zoom), it can be useful to draw attention to the page action with a simple CSS transition.

I propose that we allow a small set of transitions, consistent with what we use in native Firefox UI elements.

This depends on bug 1414966.

Hi Rob, this has been added to the agenda for the WebExtensions APIs triage on March 27, 2018. Would you be able to join us? 

Here’s a quick overview of what to expect at the triage: 

* We normally spend 5 minutes per bug

* The goal of the triage is to give a general thumbs up or thumbs down on a proposal; we won't be going deep into implementation details
