Steps to reproduce:

1. Set font.minimum-size. prefs to 22
2. Open the attached html


Actual results:

Left column overflows


Expected results:

Left column doesn't overflow

Confirmed.  I did set font.minimum-size.ja.  The computed width for the element does not change at all.  CCing Manish.
