Steps to reproduce:
Windows 10 Nightly @ 59.0a1 (2017-12-09) (64-bit)
I can reproduce by following these steps:
1. Start nightly
2. about:profiles -> new -> launch that profile in new browser
3. "Customize..."
4. Themes -> Dark or Light -> done
5. [SEE ISSUE 1 BELOW]
6. Close that browser/profile
7. Restart that browser/profile in about:profiles
8. "Customize..."
9. [SEE ISSUE 2 BELOW]
Actual results:
[ISSUE 1]
The theme did not switch correctly, appears to be a corrupted (see attach not-dark).
[ISSUE 2]
The "Customize..." menu does not appear.
Expected results:
[ISSUE 1]
See the dark theme (or the light theme, for that matter... it also appears to be broken)
[ISSUE 2]
The "Customize..." menu appears/works.
