1424814 - Offer a Generate Password button when we detect a password sign up form.

When we can detect a sign up page (2 * password field) we should offer to a) generate a password, b) auto fill into the form c) save the password with the account and domain.

A first stab at this would be offering to generate a password and then showing a Copied to Clipboard toast.
