There should be a possibility to define a default domain extension for user
accounts which would be used if nothing else was specified. Note that this is
not the same as current domain suffix option, since that _forces_ use of the
specified suffix.
If I entered a partial address ("jouni"), it would append the default domain to
the user account wherever I enter it, for example on cc lists, reassignments,
queries and so on. In buglist, show_bug and similar instances the default domain
could be stripped from the accounts.
This would be particularly useful on systems where the vast majority of the
people are within a single organization but with a few contractors outside it.

During our upgrade to 2.16.2 a couple weeks ago, I made this exact change. I
added a defaultlogindomain parameter that, when set, is appended to any field
that has a "local" address specified. I also added a useNIS parameter that,
when set, would authenticate users matching the defaultlogindomain setting
against NIS instead of the password stored in the database, but that's another
enhancement. I'll see if I can get a patch of my defaultlogindomain changes.

tjs@tellme.com, do you have that patch? It probably won't be usable directly,
but it would be interesting to see how much work you had to do.

This is useless now that we have autocompletion for all user fields.
