142611 - window elements (vertical scrollbar und [X]-Button) disappears when to much tab in window are opened

After opening much tabs in a window, the tabs won't be scaled smaller. It seems
that mozilla (?) position some window-elements at positions that are outside of
the viewable window :
The size of the adresbar grows to the right. All elements right beside the
adresbar are moved to the right. (printerbutton, Mozilla logo etc.) If the
window has a scrollbar, it disappears.

At my pc the url http://www.mozilla.org has a vertical scrollbar. The scrollbar
disappears too.
(This all happens at appr. 40 tabs, with a screenresolution of 1024x768)

Reproducible: Always

Steps to Reproduce:
1. Activate a default website : Select in the Preferences -> Navigator. Enter a
default website. (For example http:/www.mozilla.org)
2. Activate tabbed browsing : Select in the Preferences -> Navigator -> Tabbed
Browsing. Activate CTRL+ENTER.
3. Open approx. 40 tabs with the default website (40 x CTRL+ENTER). Or more if
neccesary.


Actual Results:  Some window elements at the right position of the window
disappears.
(scrollbar, buttons to the right of the URL-adress, Mozilla-logo AND the
[X]-button to close the tabs.)
It's only possible to close the tabs by selecting there content-menu.

Expected Results:  Mozilla shouldn't move the window elements to the right :
The scrollbar, tab-close-button must be selectable. All buttons/elements in the
adressbar must be displayed/selectable.

If it's not possible to show all tabs, maybe it's possible to create
2 buttons, which scrolls the list of tabs to left and to the right, as
implemented in MS-Excel.
