Tailing had a relatively major issue found on a certain web site (see bug 1425296).  It would be good to add tests for it, specifically:

- check we untail when there is a repetitive activity on the page (state periodic reload or comet requests)
- check we finish load of the page with trackers

P2 as this is a feature that has caused few small issues and more fixes are likely to come.
