1426221 - Balrog should send out reminders for scheduled changes that have exceeded deadline but still require signoffs

This is to help situations where a scheduled rule is forgotten and requires a sign off.

I'm thinking it could start via a channel poke, then escalate via email to the people within the associated group that can sign off.

Do you think it would be useful to send out mail even ahead of the deadline? Eg: as soon as the change comes in, so people have time to respond? Or is that too spammy?

It would be good if we could re-use some existing notification service for this, whatever we end up doing. And Balrog Agent would probably need to have some smarts for figuring out when/who to notify.

Notifications, e.g. email, of a proposed scheduled change as it's made to some associated mailing list of the groups required to sign off, seems reasonable to me. This can be filtered to those that have to care and they can plan accordingly.

Subsequent notifications can be after a deadline is hit and we are now blocked on remaining groups and the more spammy the better for these IMO :)
