See bug 141278 comment 15. Opening the download manager on files that are about
to come up in a helper anyway is a little silly and wastes the user's time.

Seems to me like this is a dup of the dlmrg pref bug, really. I don't see why a
download that will be saved to disk should be handled differently than a
download that will be opened in WinZip, especially considering 640MB files.
What we could do, though, is delay opening the dlmgr by a second or two if the
file is going to be opened in a helper app, that way small files will work
transparently. Or, we could just do what bz suggests and split the suggested
pref into two, one for saving and one for opening.
Either way, this is definitely a DUPLICATE of bug 132456.

There may be an implied unique part of this that makes sense: popping up a
progress dialog for operations that don't require user input, and take a second
or less may do more harm than good. If anyone feels strongly enough about that...
